A smarter, nature-based approach to wastewater infrastructure, development accountability, and groundwater protection in Adjala-Tosorontio.
As our township moves forward with decommissioning the aging New Horizons facility and expanding wastewater infrastructure for Everett, we face a critical environmental question: How do we ensure that treated wastewater discharging into the Pine River doesn’t harm our waterways, cold-water trout habitats, or downstream groundwater?
Standard provincial baseline approvals rely heavily on conventional mechanical treatment before pumping effluent directly into the river outfall. While this meets the bare legal baseline, meeting the minimum is not enough when it comes to our watershed and agricultural lands.
In Loyalist Township, Ontario, the municipality partnered with the Federation of Canadian Municipalities (FCM) to implement an award-winning Constructed Wetland Tertiary Polishing system. Rather than relying solely on energy-intensive mechanical pipes, effluent passes through natural, engineered wetland cells filled with native vegetation, removing emerging contaminants, normalizing water temperature, and creating community green space.

The constructed wetland serves as a tertiary polishing buffer placed right before the final outflow to the Pine River. Think of it as a natural safety net that ensures the water returning to the river is clean, cool, and safe.
Answer: No. Modern constructed wetlands use subsurface or continuous flow engineered designs with gravel/root matrixes that prevent standing, stagnant water. Odor-causing compounds are eliminated in the primary plant stage, and healthy wetland ecosystems naturally host dragonflies, birds, and aquatic predators that keep mosquito larvae under control.
Answer: For too long, municipal infrastructure decisions in Adjala-Tosorontio have been handled behind closed doors, leaving residents feeling anxious about the impact of rapid development on their wells, farms, and rivers. This policy demonstrates that we can accommodate necessary infrastructure upgrades while actively raising environmental standards, lowering lifecycle utility costs, and protecting our shared rural heritage.
